Reducing valve woes... 200 1984

During a routine brake repair when attempting to bleed the brakes we noted there was no brake fluid to the right (passenger) rear caliper. After checking lines and fittings we found we get pressure to the reducing valve (Volvo Part #1228688) at the rear axle, but no pressure coming out of it. Is it possible to clean or repair these valves or must they be replaced? If they must be replaced is there an aftermarket source for them? Is this a common failure? Any and help is appreciated.
