85 244 stutters and sometimes lurches at low speeds but runs ok at hiway speed 200

it runs rough when cold smoothes out when it warms up then the lurching comes intermittedly usually at low speeds the amount of gas in the tank does not seem to a factor.what is up with this?the in tank pump is working ,at least at an idle,i can hear the main pump strain when i pull the fuse for the in tank pump....help ,kris
