front strut noise and stiff steering 700 1989

There is definately something wrong here but I'm not sure what.
There is an up-down vibration in the left front, which makes a rattling sound, at the frequency the tire is bouncing, very loose sounding. The tie rod end and ball joint are tight.
Also, the steering is very tight at times, sometimes it's fine, but mostly it seems to have a lot of stiffness, difficult to make the small adjustments needed when driving on the interstate. Feels like friction somewhere.
What do you think is the problem? Are they related?
