FUEL PUMP GHOST IN THE MACHINE - any ideas 200 1984

I have been trying to track down a problem. I pretty sure the problem is the in-tank pump or it's filter. When the tank falls below 1/2 the under car main pump buzzes. Power has been down a little, but not by much. This pump was replaced about 4 years ago and seems to be working fine otherwise. The in-tank pump has never been touched as long as I've owned the car and could possibly have over 200,000 miles on it.***Here's the Ghost problem.*** I pulled the fuse for the in-tank pump and started it up. It ran exactally the same, no stumbling or hesitation, just buzzing from the main pump. I put it back and pulled the fuse for the main pump. Started it up, it was still running OK !!? OK, OK ? So I then pulled BOTH fuses. I started it up and IT WAS STILL RUNNING. I let it run for a few minutes thinking it would starve out for fuel. I even revved it up a few times. IT WAS STILL RUNNING ! I put both fuses back I left it alone. Shouldn't it have quit running. Did I do something wrong. Are my fuses labeled wrong? Mysteries that need to be solved. Any Ideas??
