740 fuel injector question 700 1990

I have a 1990 740 turbo with intermitent starting problems, I have followed the troubleshooting advice I have read on this and other sites, regarding the fuel pump relay, radio supression relay, my fuel injectors are not switching during ignition. I have a Haynes manual 82 through 88, it states I should measure 16 ohms across my injectors, I only have 3.3 ohms and this is the same for each injector, did they change the injectors and is the 16 ohms applicable to my injectors?.
