Hanging pipe. 900

I've a 940 diesel which wont start until a pipe that is hanging free has the end blocked. It comes from the servo box area. The servo box has a 3 way connector on outlet of which has a 1 way valve on it the other end of this valve has a thin black plastic pipe leading to a connector on the bulkhead. Into this go this blabk pipe 3 wires(2 green 1 black/white) and another thin plastic black pie. This second plastic pie goes across the bulkhead and via a connector changes to a thin grey plastic pipe. Theo other end of this pipe just hangs free. It has obviously been connected recently as the end is clean unlike the rest of the pipe. Blocking the end of this enables the car to start. Once started it runs ok even with the pipe unblocked. Cannot find where this pie connects to.
Help please.
