NO Brakes 200 1984

I have changed out the MC and all 4 calipers. I have benched bled the MC. I have power bled the system using a power bleeder several times. The pedal is hard only when the engine isn't running. As soon as I start the engine the pedal will go to the floor. I thought it could be the power booster, but I thought when the booster goes the pedal gets harder to depress instead of dropping to the floor. Has anyone experienced this?
