Wimpy Brakes 1800 1970

Just not happy with my brakes. No leaks. Stainless steel lines. Booster holds vacuum. Flushed with new fluid (Castrol Dot 4) about 10K miles ago. My friend's '72 really has a hard pedal and the brakes really grab. Mine stop safely (that's a relative term) but seem wimpy by comparison.The pedal goes nearly to the floor. Previous owner put the pads in, so I don't know what make they are. Can you folks give me a prioritized to-do list and/or anecdotal advice?
