car won't turn over 1800

Help, I have a 1972 P1800 with a B20 engine and I can't get the starter to turn over. I have removed the starter and had it tested and the starter and solenoid tested fine. The battery is new and there is power getting to the starter but it doen't turn. I've cleaned all the connections but still nothing. Any suggestions.
