Whenever I have an electrical problem of any sort I immediately suspect the battery ground. My sanity check is to pull out the jumper cables and directly connect the negative post of the battery to the bellhousing. At this point you can be pretty sure that you have a good ground working and begin looking elsewhere.
My guess would be the spade connector at the starter for the wire going to the ignition switch, continuity in the wire to the ingnition switch, or the switch itself. If it is the switch you are looking at ~$45 for a barrel and two keys.
