I was driving my 1988 Volvo last night and I noticed that I had no lights for either my heating controls or upperlevel swithches. I'm pretty sure that there used to be working lights in the panel just below the coin tray, however, I'm not sure about the section below it with the heater control etc. It seems like there should be a light, but I have not noticed them working on my car. My intrument cluster lights do work however.
