Where to Find Valve Adjustment Tools 200

I have B21F and B230F engines that I want to do valve lash adjustments. The Chilton's manual says to use Volvo Valve Depression Tool (#999-5022) and Volvo pliers (#999-5026) and nothing else. The dealers can't even special order these parts for me. My questions are:

Do I HAVE to use Volvo tools? I understand that Baum or Spley make aftermarket parts?

If I can use aftermarket parts, what do I want or not want?

Where can I find these parts?
