Fuel pump doesn't 'pre-run' 140-160 1975

The fuel pump on my 1975 164E operates normally, except for one little problem. From what I understand, the pump should run for a few seconds after turning on the ignition switch to build up pressure in the fuel system. This is not happening. The pump does not start running until I actually try to crank the engine. Any suggestions on what could be the culprit?
