It's only supposed to run for one or two seconds unless the motor is cranked. This is a safety measure. The fuel pump relay is controlled entirely by the ECU, and it should run the pump briefly when the ignition is turned on, regardless of temperature or residual fuel pressure.

The connection to the relay comes from pins 19 and 25 on the big ECU connector -- I'd have a look at those, for a start.
