Auto Trans Vibrate on Reverse 900 1995

940 Non-Turbo

On shifting to reverse, the car would vibrate and could hardly move when stepping on the pedal. It does this for less than a minute and then it is okay.
Also when cold the car vibrates when shifting to D.

Is this a trans problem or engine related or do I have two separate problems? Vacumn checks out okay.
