Lost Power under Boost. Will only idle 700 1990

Greetings,
I have a 90, 740 turbo. Today I was going up a hill passing someone when i lost power. The engine did not stall and really did not run roughly when idleing. It will start up and idle but when I try to rev the engine it coughs and sputters and will generally not respond. About a month ago I had a similar problem and after some troubleshooting I replaced the fuel regulator. I really have no idea where to start except to see if the fuel pumps are working correctly. Also I changed the fuel filter in the spring.
