94 960 Horn won't work. 900 1994

1994 960 horn does not work. I took off the horn from the car and tested with a 12 volt battery. Both horns worked. I tested the horn wiring connectors on the car with a test meter. When the horn button on the steering wheel was pushed, approx 12 volts were sent to each horn. Reconnected everything with tight connections and the horn did not work. Any suggestions?
