740 heater trouble 700

I am having trouble with the heater in my 1991 740 sdn. The thermostat is reading cold all the time (even after being driven for 30 min+), and when the heater is on the air is blowing cool to warm at best.

Any suggestions or advise would be greatly appreciated.
