How to mount front spoiler on bumper w/o mounting points 200 1981

I obtained a spoiler for the '81DL, but (alas!) the front bumper does not have mount points available. Does anyone have brilliant ideas on how this could be done, and is it practical to do so? I would also like to mount factory fog lights as well.
