Throttle body plate closed? 700

While cleaning out my throttle body trying to solve my off idle stumbling I noticed that when the plate is at rest it still has an angle to it and isn’t totally vertical. I left it alone but wondered if that’s how it should be when closed. BTW it didn't solve my problem. Thanks in advance.
