blk/wht wire from cold start injector (?) 200

(89 240 DL ) Where does this wire go to? The 4 manuals I paged thru show an orange going to and from the cold start inj. No mention of the blk/wht wire. It must be a ground(?)
My CS inj wont spray when hooked up to the harness. The orange wire shows 12v. It works great when I apply power to the inj off the car so what gives?
So confused.
