Ignition switch has no spring back, so starter keeps running and will burn out. 200 1983

Hi guys. Just rebuilt '83 245 that I inherited and started it after it sat for well over a year. It started but the key goes all the way and stays there. I am a rookie at this, but I THINK that the key is suppposed to spring back a bit once the starter gets it going. MY key stays all the way over and once the engine starts the starter keeps going. What a racket!!! I cannot seem to turn the key back to disengage the starter but allow the engine to keep running. I am afraid the starter will burn out. My questions: 1) Is the ignition switch supposed to spring back a bit after the starter engages? 2)Is the ignition switch fixable or am I destined to get a new one? 3)Is the starter supposed to keep running or, if not, is it because the key stays over too far. 4) If I do need to get a new switch where do I go besides the dealer? 5) Is a junk yard a good bet as long as keys are with switch?
