Q: Gislaved tire pressures for winter safety? 200 1989

I have a set of the Gislaved Snows and would like some opinions with reasoning on the best winter tire pressure to use for safety?

The tires state that the max inflation is 44 psi. But the vehicle's door-label-info recommendation is 36 psi for best gas mileage, and 30 psi is optional (not sure what for?).

I heard that lower pressures are better for traction. If that is true how low? Is there a trade off between low tire pressure and quick handling ability?
