240 won't start! 200 1993

Help! My new-to-me '93 Volvo DL wagon won't start, and the old owner claims no problems before (actually I'm inclined to believe him). Yes the battery's strong, and lights, etc, come on, but the engine won't turn over.
Here are some facts & (maybe) clues:
- the old owner didn't drive it for 3 months, and last Tues when he went to start it up it was dead. It responded fine to a jump.
- the factory -installed radio asks for its code every time I start up the car, and although a station ID is displayed there is no sound.
- once, last night, neither turn signal would work. 15 seconds later, it did.
- when you open the glove box, the car makes a "key is in the ignition" style dinging until you close the box. Owner says that's new.
