need help with 244t fuel pump diagnosis 200

Hi Everyone,

I just got an 1983 244 turbo a few weeks ago and am trying to figure out an issue with hard/no starting. It takes 10-15 tries to get it started, but once started it idles smooth, revs fine and does not stall. The previous owner told me that the in-tank fuel pump had been replaced, but he thought the main pump was going out. Here's what I've done to try to make sure the issue is with the pump: Replace all fuses, plugs, cap, rotor. Check intake at fuel distributor. Check for disconnected or leaking vacuum hoses. Check for spark- ok.

The draw on the pump is at about 5.2 amps. From what I understand, if the pump is bad it should be drawing more than the typical 9.5 amps. What does it mean when it's drawing less?
