Body Repair Question... 200

My 240 looks great (to me at least) except for the very end of the side sills. The spot I'm talking about is where the bottom front edge of the rear wheel wells meets the rearward end of the side sills. This area is very rusty and as is the case with rust, not getting any better.
First question, is this a common occurrence? Second, what is the best way to fix this? Thirdly, is this a D.I.Y. job or is it something for a body shop?
