fuel shut-off valve, no start help 700 1985

1985 ... 740GL ... B230F ... EZ117K ... LH Jetronic (assumedly)

engine wiring harness has been replaced

car wont start, would run intermitttantly prior & require long rest before restart most of the time

--where is emergency fuel shut-off valve located; is there test or bypass procedure

--no power to fuel pump or ignition
fuel pump works, I jumped it at relay
procedure is in book but I did it without the info by trial and error, hence problems?
swapped coil w/known good older coil which worked at point where car was intermittantly running; at one point leads from terminal 1 and 15 where switched (+ and - of primary leads probably)
ignition switch works, 12v at coil in on position,
coil terminal 1 to ground reads 12V w/ignition on -- not .5-2
swapped fuel relays with unknown very old one from junkyard and could be suspect
from books its even hard to compile a componet list even using schematics (ie Ign Cntrl Unit, Ign Control Syst Units, LH Jetr Cntrl Unit -- are there 3 computer or control units, much less componet location)
distributor hall sensor must be watched, where is the amplifier module for this (electronic module, signal booster) -- need to check voltage here for next step of Chilton diagnostics
bulb in instrument display panel prob ok, does it still hold charge for starter (magnatize winding in motor)
at some point go to junkhard and replace CPU/ICU, just one of thes at passenger right foot?
Chilton Electrical diagnostics thru 83, pretty generic on 700 Ser., Haynes
1982-88
fuses, relays (with note above), connectors, wires, and grounds assumed maybe ok -- condition ok, some inspected
