Failed Inspection - High NOx 700

My '89 740 Turbo Wagon, 116K miles, just failed inspection because of too high NOx values. Mine were 5.38, allowed limit: 2.00 here in New York State. The garage owner told me it could either be the Oxygen sensor, or the catalyctic converter. Assuming mine are original parts, which one is most likely the culprit? Anything that could cause the problem?
