Lights flickering like PAL TV ... 200 1986

Any suggestions to a steady flickering of all the parking and interior/dash lights after startup? The condition disappears after running for about a minute or two. It's not the rheostat, nor the fuses - bypassed and checked, respectively.

Is it related to the alternator? A new VR replaced the old one about 3k miles ago (along with a used 100amp alternator from a 740 and a good used engine wiring). An interior digital voltmeter I have on the dash, wired to the ACC position, remains steady at 13.5V at idle, going up to 13.9V at higher rpms.
