No brake lights!!!!!!!!!!! 700

I have no brake lights. The bulbs are new and good. I've replaced the switch and have confirmed that the bulb failure relay is good. I have continuity between 54,54L and 54R. The solder connections look good. Please help me if you can. I kinda need these in rush hour traffic.
