No High Speed Idle? 700 1988

Hi Fellas,
My 88 760Turbo does not appear to have any high speed idle activity at startup? In the morning, I start the car and it immediately drops to below 1K. Can't remember the exact rpm but I believe its around 500 or 600.
What is stopping the warmup idle from happening. Could it be a temp sensor?
