Brake Question 200

My brake pedal feels hard and shallow.The brake fluid reservoir is full and no unusual sound when I step on the brake pedal. My question is this: is it possible for air to enter the brake lines even if it was not opened? Thanks for any advice/inputs. How do I test if the master cylinder is bad.
