bugger it, why wont it idle? 700 1989

Hey all,

My farther owns a volvo 1989 744 GL and it seems to have an idling problem,
when you first start it, you have to rev it or else it will sit at 700 rpm
or cut out altogether, and then when its idling at its normal rate, it has a petrol smell in the cabin. I've tried getting it tuned, but to no avail.


any tips would be much appreciated.
