No Start: No Fuel 200 1989

My 240 suddenly died and won't re-start. I traced the problem to inadequate fuel flow (ie I have a good spark and the distributor turns). I changed the fuel filter and fuel pump, all to no avail. The main fuel pump hums and buzzes when I crank the engine (but not for the 1 second as I am turning the ignition key). The fuel pump and main relays and fuses are fine (I swapped them out with known working ones). ECU voltage and resistance are normal (I even swapped out the ECU but I still can't get it started). When I loosen the fuel rail banjo bolts, I hear a hiss, which makes me think that I have some fuel pressure. However, I haven't measured the pressure formally.

Is this a clue?: it takes a couple of seconds for the gas to flow from the fuel line to the fuel rail (when the banjo bolts are disconnected).
