Slight surging at speed 200

My '85 245 feels like it surges ever so slightly at around 40 mph. I don't think it's the tires. I know the rear bushings are bad (clunk clunk.) DO you think it's a suspension problem or an engine problem? The exhaust smells a little rich, but the mpg is fine. I just got new tires, and they were balanced at the shop, so I am ruling them out.

On another note, my brake lights have failed. I checked the bulbs, and they are good. There is no power at the fuse when the car is running (whether or not the brake pedal is depressed.) Is it the brake switch or something worse?
