windsheild wipers only work on fastest speed and don't dock properly 700

1986 Volvo Turbo wagon. My front wipers only work on the fastest speed. In addition when I shut them off I have to "time it" so that they will stop in their resting position (at the bottom of the windshield). Anybody ever experienced this? Would it be wiper relay-related, wiper motor-related, wiring harness-related? It's something that I can live with, but it's supposed to be sunny this weekend and I probably oughta spend some time tweaking else my wife will have me cutting the grass...again...
