88 240 - fuel problem - BREAKER LOCATION 200 1988

I replaced the intank fuel pump. I can make it operate by hotwiring - it pumps well.

I can make the outside pump operater by hotwiring.

Unfortunately, neither gets power under normal operation.

After studying the Chilton repair manual, it appears that SOMEWHERE in the system is a "breaker". I removed the passenger side kick panel. I can't find any resettable switch or breaker.

If it is not the breaker, I presume the problem is what Chilton calls the Main Relay. Again, I don't know exactly which relay that is or how to test.

Detailed info would be a big help.
