Please help me get my sons '91 940 going - no start. 900

Hi guys
The red 91 940T is now being driven and refurbished by my step son, and he has a no start - so I am trying to help him narrow it down. This is his 1st Volvo.

Today he replaced plugs, wires and a new fuel filter. He also cleaned the throttle body.

It will try to run with starting fluid.
The pump can be heard with key turn.
Earlier today when he replaced the plugs and wires, he unplugged the AMM - tried to drive it with it off for just a minute or so - then realized it was off and plugged it back in. It was running - but not that well. From that point earlier today - it has gotton progressively worse to the point now that it will not crank.

Hope to get some good feedback so he can nip this in the bud.
