How to tell if the Idle Air Control Mtr works ...suspect it's not working. 200 1989

'89 240
I took the flame trap hose all apart and sprayed good with carb cleaner. Took my time and disconnecte the Idle Air Control Mtr and sprayed it out good with carb cleaner too. Re-assembled everything and the car still barely revs up when you crank it. (It fires right up and idles very low). When you turn the AC on, no change in idle either. Car runs ok...but I want to know for sure that the IAC works. How do I test it?
