to 'dope' or not to dope, that is the question 200 1977

I'm changing the front shaft seals, timing belt and water pump on my 1977 240 wagon with the B21F engine.
I didnt get a front seal housing gasket with the "kit" so i thought I would just use form-a-gasket instead.
Wrong!
That put the housing right up against the timing/oil pump shaft so tight that it would not turn.
Clearly there needs to be a shim in the form of a gasket between the housing and the block. So I broke down and got that.
The question is, should I use more gasket "dope" on that gasket or not.
The original had none but there was a pretty good oil leak somewhere in that area and it might have been the gasket as well as the shaft seals.
