What is this and where does it properly connect? 700

I tried to post inside the message. In any event, can someone help me identify what this is and where it goes? I just had my catalytic converter swapped out and am now trying to figure out why an otherwise perfectly powered vehicle suddenly lost almost all it's power after the swap. I'm thinking it's the fuel pump, 'cause pressure is just 26-28 but I want to make sure that's ALL that it is and not a couple of things occuring at the same time.

Your help is appreciated.
