Losing 'prime' in the fuel system 200

My son's 86 240 suddenly got difficult to start after it's been sitting for a while. He has to crank it for about 20 seconds to get it to run. Once it starts, everything is fine. Subsequent starts are no problem unless the car has been sitting for a few hours.

If the car is backed into the driveway, facing downhill, this problem does not occur. If you turn the key to "run" and let the fuel pump run for about 20 sec before trying to start the car, it starts right up.

This leads me to believe that somehow the fuel system is losing it's "prime" and leaking back to the gas tank. Has anyone else experienced this, and what is the fix. Oddly enough, this started just after the Volvo shop fixed the rough running problem (plug wires and distributor cap & rotor that didn't last nearly long enough).
