turbo troubles -- or is it electrical 700 1991

This is my first turbo, so I am new to diagnosing and explaining sympthoms ... but here goes.

The vehicle has a recent tune up (about 2500 miles ago), with the usual stuff-- plugs, cap, wires, air filter and throttle body cleaning.

It sometimes stumbles and dies down (not all the way, but enough to lose speed so that you have to pull over) when the turbo goes into boost ... if you back off, it smoothes out like nothing is wrong ... until you hit the boost again, so you continually lose speed. This has started suddenly and has happened 3 times in roughly 1000 miles. Two of the times, turning off the engine and restartin cured it... third time it took two tries before the fix. Neither time did any lights come on, nor anything that I could note out of the ordinary(like sounds, jerking or etc).

OK, so after saying all that, where to begin troubleshooting? Does it sound electrical or no? If it is a vacuum leak, wouldn't it do it all the time? Could the fuel filter come into play (not sure when it was changed last)? Grasping at staws and just guessing, with no real knowledge to pull from.

Any guidance would be appreciated (as usual)! OBTW, I did look in the FAQ and didn't see anything that sounded quite like what I'm experiencing, but if I overlooked it, I apologize!
