emission woes please advise 200

1986 240 gl well kept when I got it. I can't pass the emission part of inspection.

Scenario: 1st attempt: they would not check emissions b/o exhaust leak. I, the novice saw rust at the rear muffler and changed it.
2nd attempt: standard reading
HC ppm 220 321.54 failed
CO % 1.2 .89 passed
I fixed hole in exhaust pipe with hi-end hi-temp steel bond
standard reading
3rd attempt: HC ppm 220 446.29 failed
CO % 1.2 .54 passed
The pamphlet I was given lists probable causes for hi HC failure as:
"Idle air/fuel mixture too lean,PCV problems,vacuum leaks, EGR System failure, Improper ignition timing, defective spark plug(s), faulty CAT, Defective ignition parts,internal engine problems or equipment malfunctions."

Can anyone give me some insight as to what I should do. The car runs on synthetic oil, flame trap ok,and the car runs as any 240 I have owned.
