Why is my engine always so hot 900 1993

Just a question for any of you awsome volvo guys, my 940 runs extremly hot, the fan runs almost constantly, it will shut off for about 2-3 min then kick back on. I have plenty of anitfreeze, all my fluid levels are good, plenty of water and oil. But still it stays really hot. The AC works fine but im scared to use it if its going to make the engine hotter or work harder. I mean i can feel the heat coming off the engine when i hang my arm out the window, and it never gets any cooler........Just doesn't seem normal to me?
