1970 B20B Vacuum timing retard or advance, which one is it? 140-160 1970

To date, here is the normal procedure for setting my timing:
I remove & plug the vacuum hose to the vacuum regulator on the distrubiter, set my idle to 6-800 ish and set timing to 14* (as per the book)
engine does great.
I hook up the vacuum hose and the timing goes way retarded and the engine falls appart.
I find out that the distrubuter is from a b20e (it has the extra plug on the bottom for the F.I.), and the b20e has a vacuum retard, not an advance.
Fair enough.
I replaced the distributor with the origional from another '69 b20e (no FI plug) Its vacuum regulator was shot, so I pulled the one from the FI type distrubuter and stuck it on.
Now the Vacuum still retards the timing by pulling the breaker plate counter clockwise.
So, is the B20B supposed to have a vacuum retard? or is the vacuum regulator supposed to push the breaker plate clockwise instead of pulling counter-clock wise?

Or should I pull the whole enging and repace it with a diesel? :)
