NOx Emissions Conundrum -CONTINUED / UPDATE 200 1990

After failing the NJ emissions test for NOx about 1 1/2 weeks ago I retested
today. During the interim I did the following:

Replaced spark plugs NGK
Replaced ignition wires
Replaced Rotor and Dist. Cap
New Air Filter element
New oil dipstick gasket
New Oil Fill Cap Gasket
Ran two tanks full of 93 octane fuel
Ran two doses of fuel injection cleaner

I checked for vacuum leaks but found nothing obvious and did the
spray and listen test with the WD40 while engine was at idle.

Here is my test history:

Original Test New Test NJ Standard

NOx 3501 3363 1273

HC 132 103 167

Do the above results indicate it's time to bite the bullet and
spring for a new catalytic converter and oxygen sensor ? Is it
worth installing a new O2 sensor on its own and retesting without
a new CAT ???

All advice and feedback strongly appreciated.

Regards,

Joe Walsh
