3 broken fan belts 200 1983

Hey,

After a timing belt change by my local shop, on three different times the belt from the engine fan to the ac compressor has broken while driving. The shop has adjusted the shims to address the belt tension, but I am at a loss (and so is the shop) as to why the belt is breaking. V belts have been used, one broke after 400 miles, the other after 1900 miles.

Any ideas?
