how do i determine that the in-tank pump is functioning?82 245/CIS 200

during hot weather the car sputters sometimes,the main pump gets very loud and hot to the touch ,and when i turned the car off there was a sound like water steaming coming from the pump,i suspect the in tank pump is not contributing its share,but how to check that? and can the in tank work intermitently ,or when they go do they just stop? .....blessings,kris
