Heater Control Valve or Clogged Heater Core? 200

1981: No heat. I looked at the heater control valve and found the cable broken. But even manually putting the valve in the hot position, I get no heat at all. I'm thinking this could be the fault of a bad heater control valve or possibly a clogged heater core. How do I diagnose further? Or should I replace the valve and see if that fixes the problem?
